Decision
That Councillor Tim Grogan be elected as Chair for the duration of the meeting.

Application for grant of a Premises Licence for Harry's Bar, 9 Murray Street, Filey, Scarborough YO14 9DE
The Corporate Director – Environment sought determination of an application for the grant of a premise licence application for grant of a Premises Licence for Harry’s Bar, 9 Murray Street, Filey, Scarborough, YO14 9DE
The premises was to operate as a sports and family bar with a roof terrace and outdoor seating and to include alcohol sales, indoor live and recorded music and indoor and outdoor late-night refreshments. The proposed hours are 9 am to 1 am.
The application had faced objections from a member of the public and from Filey Town Council, primarily concerning noise and disruption to the nearby memorial garden. The memorial garden was used as a place of quiet contemplation and held various acts of remembrance throughout the year. The Town Council suggested a condition to restrict live and recorded music from 12 noon on those days when such events may take place.
The applicant outlined the family-oriented nature of the bar, with plans for breakfast service, light meals, and entertainment. He agreed to the suggested conditions regarding music restrictions and offered to liaise with Filey Town Council on event days.
The Sub Committee questioned the interior and outdoor layout of the premises, the use of the outdoor area, smoking arrangements and had concerns about vertical drinking.
The committee requested a revised application with detailed plans, including seating arrangements, entertainment locations, and fire risk assessments.
Decision
The committee decided to adjourn the decision on the licence application, requiring the applicant to provide a revised application with detailed plans, including seating arrangements, entertainment locations, and fire risk assessments and revise the application.
The meeting was adjourned until 10 June 2025, to allow time for the applicant to gather and submit the required information.
